Founder & Chief Executive Officer 

Muhammad Murtaza

Mr. Muhammad Murtaza is a seasoned development professional with over 30 years of experience in founding and leading a microfinance institution. He is the Founder and Chief Executive Officer (CEO) of RCDP, (RCDP roots inherited from RCDS integrated development organization where Mr. Murtaza served one & half decade as Executive Director also founder of RCDS) where he is responsible to the Board of Directors for the successful operation and management of the company.

Mr. Murtaza holds a Law degree from Punjab University Law College, Lahore, and is a Boulder Graduate specializing in microfinance. He has also completed a Leadership Course at Harvard Business School in the United States. His extensive national and international exposure training and consultancy experience spans the development sector, with a particular focus on microfinance.

His areas of expertise include sustainable community development, microfinance, social mobilization, and education management. Mr. Murtaza has authored autobiography Murtaza Nama, and other books several organizational development manuals and is widely recognized as a dedicated social worker. He has represented RCDP at numerous national and international conferences and forums

Head of Accounts

Muhammad Imran Khokar

Mr. Imran is the Head of Accounts and a co-founder of RCDP.  He has been associated with RCDS since 2001, building his entire professional career within the organization. As one of the founding and pioneer staff members of RCDS, Mr. Imran has played a crucial role in its growth and development over the years.

Throughout his tenure, he has held various key positions, including Finance Officer and Head of Accounts in the Finance & Accounts Department. Mr. Imran possesses extensive experience in finance and accounting within the financial services sector. He has successfully managed numerous projects funded by national and international donors, overseeing the development and deployment of payment and billing technologies and solutions. He deals with external financial stakeholders, arranges and forecasts funds required and is involved in all key decision-making processes of the company.

Mr. Imran has comprehensive knowledge and experience in audit, financial reporting, and accounts management. He also brings vast and diversified expertise in the financial management of integrated development projects.

Academically, he holds an MBA in Finance from the Virtual University and MS in Finance from the University of Lahore (UOL).

Head of HR & Company Secretary

Rashid Ahmed

Mr. Rashid has been an integral part of RCDS/RCDP since 2005, bringing a unique blend of expertise in Human Resources, the microfinance sector, organizational development, strategic planning, networking, investor liaison, and proposal writing. He has contributed significantly to all major assignments and initiatives within the organization, demonstrating commitment and versatility.

With over 25 years of experience across the public and financial services sectors, Mr. Rashid combines practical insight with innovative problem-solving skills. His professional strengths include HR management, organizational development, training and capacity building, high-performing team development, continuous improvement, business growth management tools, strategic HR risk mitigation, and the promotion of value-driven practices.

Mr. Rashid possesses excellent internal and external communication skills, which are vital to his roles and responsibilities. His extensive portfolio of work reflects the breadth and depth of his expertise. Academically, he holds an MSc in Mass Communication, , an MBA in Human Resources, and an MPhil in Management from the University of Central Punjab (UCP).

He also has significant national and international exposure in human resource development, microfinance, and enterprise development, further enriching his professional perspective and impact.

Head of Audit 

Muhammad Imran Malik

Mr. Imran has been associated with RCDS-RCDP since 2004. He led the Finance Department until April 2015, after which he assumed leadership of the Internal Audit Department at RCDP, a sister organization of RCDS.

Mr. Imran brings over 20 years of professional experience and is a Fellow Member of the Association of ICAP. He completed his articles with Grant Thorton International and has worked across diverse sectors, including MNCs, corporate sector, Section 42 Companies.

Her core areas of expertise include financial and operational audits, enterprise risk management, fraud risk management and investigations, process and control reviews, business process re-engineering, strategic reviews, corporate governance, and financial reporting.

Throughout his tenure, Mr. Imran has demonstrated a deep commitment to strengthening internal controls and fostering accountability within the organization. He has overseen the successful execution of multiple critical audits, guiding teams through complex regulatory environments and helping to establish best practices that align with international standards. His strategic vision has contributed significantly to elevating the integrity and resilience of RCDP’s internal frameworks.

Mr. Imran redesigned the implementation of RCDP internal audit processes along with establishing a strong culture to ensure high policy compliance and high standards of transparency at all times. Mr. Imran is a professionally charted accountant

Head of Finance

Usman Malik

Mr. Usman serves as the Head of Finance at RCDP, a sister organization of RCDS, a role he has held since April 2015. He began his professional career with RCDS in 2005 as a Credit Officer and has progressively developed his career in the field of finance.

Mr. Usman brings a unique combination of expertise in finance and operations management. He has been actively involved in both commercial and solution design aspects within microloan management, branchless banking, mobile money and payments, and coordination of complex banking deals. He has made significant contributions to enhancing the Financial Information Systems at RCDP.

Starting his career as a microfinance practitioner within the same organization, Mr. Usman has been an integral part of all major assignments and initiatives at RCDP. He has national and international experience in microfinance and financial management, with strong expertise in financial information systems. He deals with external financial stakeholders, arranges and forecasts funds required and is involved in all key decision-making processes of the company.

Academically, Mr. Usman has earned an MBA in Finance and an MS in Finance from the University of Central Punjab.

Head of Risk Managment 

Shamim Haider

Mr. Shamim Haider is a seasoned development and risk management professional with over 19 years of experience in project implementation, planning, monitoring & evaluation, and institutional risk governance. He currently serves as the Head of the Risk Management Department at RCDP, where he plays a pivotal role in shaping and implementing the organization’s risk management framework.

Mr. Haider began his journey with RCDS in 2008 as Manager of Planning, Monitoring, Evaluation, and Research (PMER). Over the years, he successfully led the PMER department and was later entrusted with heading the newly established Risk Department at RCDP. In his current role, he collaborates closely with key departments including Operations, Internal Audit, and Quality Assurance & Compliance to promote a culture of continuous improvement and proactive risk mitigation.

Before joining RCDP, Mr. Haider worked with several renowned national and international organizations such as Save the Children, Sudhaar, and Children First, where he led critical projects during humanitarian emergencies, including the 2005 earthquake response in Muzaffarabad and the 2010 flood relief operations in Rajanpur and Layyah.

He brings a rich background in strategic planning, evidence-based research, and operational risk control. Mr. Haider has participated in several prestigious international training programmes. Notable among these are:

  • LEAD Europe Leadership Programme – United Kingdom (2013)
  • Participatory Planning, Monitoring, Evaluation & Impact Learning – The Netherlands (2012)
  • Monitoring & Evaluation Conference – The Netherlands (2015)

 Mr. Haider holds a Master of Science (MSc) in Economics and an MS in Islamic Banking & Finance.

Head of Operations

Shahid Mehmood

Mr. Shahid Mahmood is a member of the Association of Chartered Certified Accountants (ACCA) and brings nearly 24 years of professional experience, including over 22 years dedicated to Pakistan’s microfinance sector.

He began his career at the grassroots level and has successfully held diverse roles, including serving as CEO for various organizations. Currently, Mr. Shahid is the Head of Operations at RCDP, where he focuses on understanding customer needs and designing impactful customer experiences.

Mr. Shahid has attended the School of African Microfinance (SAM) in 2011 and has received specialized training in areas such as Agriculture Value-Chain Finance, Talent Management, Delinquency Management, and Culture & Leadership Management. He is also Boulder MFT certified, further enhancing his expertise in microfinance best practices.

Head of  Compliance

Asif Hussain

Mr. Asif Hassan has been serving as Head of Compliance at RCDP, a sister organization of RCDS, since April 2016. He began his career with RCDS in 2006 and has accumulated extensive experience across various facets of development work.

Mr. Asif has significant expertise in liaising with national and international donors, engaging government departments and agencies, and working in close collaboration with grassroots communities. His skills include data collection, project reporting, compilation of case studies, and maintaining meticulous project documentation. He has extensive knowledge and experience of reporting to SECP. He is a world bank certified trainer, and rich knowledge of AML, CFT compliances.

He possesses excellent internal and external communication skills, which are crucial for his assignments, and his body of work reflects his depth of expertise and dedication. Academically, Mr. Asif holds an MA in Economics.

Head of Business Affairs

Ghulam Haider

Mr. Ghulam Haider serves as the Head of Business Affairs and Strategies at the Rural Community Development Programmes (RCDP), a role he has held with distinction for over 18 years. Renowned for his expertise in impactful partnerships and fostering strategic collaborations, he has been instrumental in advancing the organization’s mission.

Mr. Haider’s deep understanding of financial dynamics has enabled the successful execution of numerous innovative business initiatives at RCDP. His unwavering commitment to sustainable progress and his ability to unite diverse stakeholders, investors have cemented his reputation as a transformative leader in rural development and organizational growth.

He has experience working with both national and international organizations in financial management, auditing, fund management, and risk management.

Academically, Mr. Haider has earned an MS in Finance from the LUMS

Head of Trainings

Shahzad Manzoor

Mr. Malik Shahzad Manzoor has been associated with RCDS since 2006 as a Training Manager and, since 2014, has also been heading the Administration Department at RCDP. With 19 years of experience in the development sector, he possesses expertise in social mobilization, farmer enterprise development programs, and training & capacity building program management

Prior to his work with RCDS and RCDP, Mr. Manzoor has served as Principal at the Punjab Vocational Training Institute (under the Government of Punjab) and as an Executive Board Member of the Vocational Training Institute.

At RCDP, Mr. Manzoor is responsible for developing capacity building program, training manuals and curricula, as well as administrative manuals and policies governing training processes and overall administration. He has also gained significant national and international training exposure, enhancing his professional capabilities and perspective.

Academically, Mr. Shahzad holds a master’s degree in computer science

Head of Innovation & System Development  

Musharaf Mehmood Khan

Mr. Musharraf is seasoned Microfinance Professional with 22+ years of experience in retail, MSME, digital banking, Islamic banking, Agriculture Banking, Risk Management, Compliance, and transformation. Proven track record in strategic planning, implementation, and leadership. Past roles include senior positions at Damen Support Programme, NRSP Microfinance Bank, and NRSP Foundation. Led a major project at Frankfurt Business School (2019-20) to enhance branch and MSME operations. Boulder Institute Fellow (2010) with global exposure from work and conferences in Europe, Thailand, and the UAE.

Prior to RCDP he served as Finance Head NRSP, then he has key role in the NRSP transformation into Bank and secure the position as Head of Operation in Bank. Then he move to DSP as CEO.

Academically, Mr. Musharraf has earned an MBA in Finance and CPA from IBA

Head of Information Technology 

Muhammad Tahseen Shahzad

Mr. Muhammad Tahseen is serving as Head of IT at RCDP. He began his career with RCDS in 2003 as a Credit Officer and progressed to managerial roles within the company. Prior to his tenure at RCDS/RCDP, he worked with SAFCO Support Foundation for two years.

Mr. Tahseen has played a pivotal role in establishing the IT department at RCDP and in developing and enhancing the organization’s IT functions. He is the driving force behind the development and continuous upgrading of RCDP’s software systems and technological infrastructure. He has a unique blend of microfinance experience and information technology.

Mr. Tahseen leads innovative efforts around technology and business initiatives. His focus has been around ‘customer centricity though process digitization. He has been involved in the development of MIS, FIS, HRMS and CRM, implementation of digital financial services RCDP Fast App and alternative delivery channel initiatives for organizational transformation

Academically, Mr. Tahseen holds a master’s degree in computer science from the Preston Institute of Management Sciences
